Policy is a plan or statement of intentions (Cunningham 2010). In political science perspectives, Public policy is a principles, laws or goals established by some government body.

Planning theory was concerned with setting out general principles for bringing about desired physical configurations and social outcomes which could be applied. Planning theory may be conceptualized broadly under a contemporary triplet of labels: rational, communicative, and critical, which corresponds loosely to a topology of planning theory addressing three normative issues: ‘What is planning’s purpose?’, ‘What constitutes good planning process?’ and ‘What constitutes good planning? (Gunder 2015)

Policy is a type of plan. Policy can be described as the general statements or understanding that provides guidance to the managers in decision-making.
